Not all job applications start with the job seeker, but with the employer. Jobs are approved through a combination of two forces within an organization.
Business need
The manager of the team in which the work will be completed.
This is an important insight, as it tells you that the final decision about who the employee is is made by the manager, and that successful job applicants will be considered capable of meeting business needs.
The result of these two forces is the creation of a job description, from which the job is advertised. Only after the job is approved at this stage does the job application become a personnel process. But not fully recognizing human beings in personal exchanges - managers and successful job holders - is a key mistake of many job applicants.
You and your job search.
Job application starts long before you read newspapers, crawl job boards, walk around the job center or start chatting with friends. Your job search starts with you, and its clear definition:

What you offer.
What do you want to do / see yourself doing in the long run.
If you do not know what you want to do, anyone will work, and that is why many job applications will be rejected.
Job market testing.
Even though you now know what you want to do, the job market at the moment does not want the right skills for the salary level, in search geography, that have economic meaning for you. You just have to be more discriminating with the help you render toward other people in the job market.
Go to your favorite job board, keep in mind the title / skill and keep the salary level to zero. Then open the geographic search criteria until the result shows at least 20 jobs.
